Permit put forward for Keystone XL pipeline

Republican Gov. Pete Ricketts said the Keystone XL will generate an estimated $11.8 million in property tax revenue in one year for the counties the pipeline would traverse.

The pipeline had been opposed for years by environmental groups, landowners in states like Nebraska, and some Native American tribes, NBC News reported. The president also directed the State Department to determine within 60 days whether the pipeline is in the national interest. Obama said building the pipeline would have undercut USA efforts to reach a global climate change deal that was later clinched in Paris. That conclusion followed a review of environmental, economic and diplomatic factors, the department said. In its new assessment, the State Department argued that in the wake of the rejection, "there have been numerous developments related to global action to address cliamte change, including announcements by many countries of their plans to do so".

TransCanada, which first applied for a presidential permit in 2008, called the decision a "significant milestone". French Hill, R-Ark., praised Trump for "proving that he is serious about North American energy independence, job growth, and private infrastructure spending". The pipeline became a line in the sand for an environmental movement demanding that public officials stop backing big, invasive infrastructure projects that feed the world's oil habit.

The Keystone XL pipeline would bring more than 800,000 barrels per day of heavy crude from Canada's oil sands in Alberta into Nebraska, linking to an existing pipeline network feeding U.S. refineries and ports along the Gulf of Mexico. The pipeline would move roughly 800,000 barrels of oil per day, more than one-fifth of the oil Canada exports to the U.S.

To get the pipeline built, TransCanada will need to win financing, acquire local permits, and fend off likely legal challenges.

However, in this case, The Associated Press reported Thursday that the decision would come from Undersecretary of State Tom Shannon because his boss, former oil executive Rex Tillerson, recused himself from the decision.

Canadian Natural Resource Minister Jim Carr said the Canadian government is pleased with the decision.

Canada is the largest exporter of oil to the USA, at about 3.3 million barrels a day in 2016.

In granting the permit, Trump touted the construction jobs that will be created to build the pipeline, which he also said will help reduce America's reliance on oil imports from the Middle East. Then, about a year or two later, the State Department came out and said, "Well, according to the analysis and according to your numbers, it's only 35 permanent USA jobs that will be created by the building of the Keystone XL pipeline". Trump said he believes it's "a lot safer to have pipelines than use other forms of transportation".
