North Carolina lawmakers vote to undo 'bathroom bill'

The highly contentious bill struck down attempts to permit transgender individuals to use the bathroom of the gender with which they identify.

While the new measure eliminates the rule on transgender bathroom use, it also makes clear that state legislators - not local government or school officials - are in charge of policy on public restrooms. 142, unveiled last night as a compromise meant to end the state's acrimonious year-long battle over discrimination laws and transgender persons' access to bathrooms and changing rooms. Also unknown is if HB142 meets the standards of Bruce Springsteen, Boston, Ringo Starr and Pearl Jam, which all canceled concerts in North Carolina because of HB2.

The law limits LGBT nondiscrimination protections and requires transgender people to use restrooms in schools and government buildings corresponding to the sex on their birth certificate. The bill passed the committee and now goes to the full Senate.

The collegiate sports conference, which is headquartered in Greensboro, had moved neutral site championships out of the state because of House Bill 2.

The repeal bill has also been criticized by conservative lawmakers and groups that supported the original legislation.

"It's not a ideal deal, but it repeals House Bill 2 and begins to fix our reputation", Cooper said in a statement.

The delay - until December 2020 - could give time for multiple federal lawsuits over transgender issues to play out. "It's a cynical ploy that will continue to hurt North Carolina and transgender people".

North Carolina's rollback of the state's "bathroom bill" doesn't satisfy at least one member of Bruce Springsteen's band, which canceled a concert previous year over the law that limits LGBT protections.

Several LGBT activists decried the deal's provisions, including the bar on municipalities regulating employment practices and "public accommodations".

Tami Fitzgerald, executive director of the North Carolina Values Coalition, which pushed for House Bill 2's passage, lamented the repeal, saying business and the NCAA unfairly put the General Assembly "under a full-court press". But now, trans people won't even have little islands of tolerance.

"The North Carolina Chamber thanks House and Senate leadership and the Governor for coming together to find a solution on a bipartisan basis, we now look forward to returning the focus to issues that will continue to secure North Carolina's future as a competitive leader for jobs and the economy". But it says local governments can not pass new nondiscrimination protections for workplaces, hotels and restaurants until December 2020.
