China's favourite Lam wins Hong Kong leadership, vows to heal rifts

He told RTHK that he received a call from the Wan Chai police telling him that they did not mean to arrest him today, but that they wanted to formally charge him with creating nuisance in a public place.

Carrie Lam was selected as the new chief executive on Sunday by a committee dominated by pro-China voters - the first woman picked to govern Hong Kong.

Local media said police informed a total of nine activists they would face charges. Hong Kong's new leader Carrie Lam pledged on March 26 to mend political rifts after winning a vote dismissed as a sham by democracy activists who fear the loss of the city's cherished freedoms.

One of the politicians, Tanya Chan, said that "after all these years, first of all the timing, it's very unusual".

All of Hong Kong's three other post-handover leaders have struggled to balance the demands of China's stability-obsessed Communist Party leaders, with the wishes of many residents to preserve the global financial hub's liberal values and rule of law that have long underpinned its economic success. "It seems the authorities want to send a signal they will continue their hardline approach to civil society and the opposition".

After the streets were cleared and the tear gas dissipated, the electoral reform proposal championed by Beijing and Carrie Lam failed. Representatives of a broad number of sectors, from business to education, sit on the committee that chooses the chief executive, but the vast majority of the city's 3.8 million electorate have no say in the vote.

Democracy supporters called Sunday's vote a "fake election" and blasted Beijing for meddling in Hong Kong's affairs.

The protests, though peaceful at first, were subsequently marred by periodic scuffles with police.

"It does somehow protect the 20th anniversary ceremony in the sense that it deters the protesters from conducting any radical or violent campaigns", said political analyst Edmund Cheng of Hong Kong Baptist University.

But critics say she is dodging the bigger political questions and will pave the way for Beijing to extend its influence. Lam said she had no knowledge of the police's intent. In her victory speech, she vowed to do all that she could to unite an increasingly divided city which is regularly rocked by political protests, pledging to reach out to all parties in the city, even to those that oppose her.

Rights group Amnesty International said the police charges showed the city's freedom of expression and right to peaceful assembly was "under a sustained attack". [Reuters edit no. 7112 - 00'26] "Hong Kong, our home, is suffering from quite a serious divisiveness and has accumulated a lot of frustration". Earlier this month, Premier Li Keqiang told the National People's Congress, China's parliament, that Beijing is committed to ensuring stability in Hong Kong. But activists said he was still on Beijing's side and rejected the vote outright as unrepresentative of Hong Kong people.

Chief Executive of China's Hong Kong Special Administrative Region (SAR) Leung Chun-ying said on Monday that he and his team will give the victor of the chief executive election the best possible support to bring about a smooth transition. The other two bodies are the Foreign Ministry Office of the Hong Kong Commissioner and the People's Liberation Army.

"It is a deliberate decision of the government to prosecute us right now", Chan said.
