Russia, Google reach $7.8 million settlement on Android case
The company was found guilty of abusing its dominant position in the market for mobile devices running on Android.
Under the settlement, Google is to pay 439 million rubles (USD 7.8 million) in fines and will not limit the pre- installation of third-party apps, the reports said.
The Russian antitrust watchdog said the settlement will help eliminate Google's violations of the antimonopoly legislation and will ensure competition in the market for mobile applications particularly mobile search. That's allowed Google to set strict conditions for any phone manufacturer that wants to build a phone with access to the Play Store's millions of apps. In addition, Google will not be able to demand that other competing search engines and apps can not be installed.
A Russian court approved the settlement agreement on Monday. The main complaint was that other search engines like Yandex were being pushed out.

"Today is an important day for Russian consumers as Google has agreed to take significant steps that open up its Android platform in Russia", Yandex CEO Arkady Volozh wrote in a blog post. The fine amounts to 9 percent of Google's revenue in Russian Federation in 2014, plus inflation, according to TASS. The settlement with the regulator and a separate commercial agreement with Yandex meet the interests of all parties and provide "additional opportunities to promote the Yandex search service in the Chrome browser", Google said in a website statement. The anti-trust case was originally filed by Yandex, who claimed that Google violated Russia's competition rules.
In addition, Google has promised to develop a tool to make it easy for users to change their device's default search engine.
The deal also has wider implications beyond Russian Federation, setting a precedent for cases around the world where governments and companies have complained that Google is abusing its dominant position.
