"Today is a victory for every woman in our state because it protects every woman's right to choose", Feigenholtz said in a news release.

Breen said the trigger language in the bill is "clouding the debate", and that if Roe v. Wade were to be overturned, abortion still would not be illegal in the state.

The bill passed as people gathered outside the state capitol building Tuesday for the Illinois Women March on Springfield. The Senate returns Tuesday. They say the proposal would also safeguard abortion access in IL by striking language in current law expressing the state's intent to criminalize the procedure if the landmark 1973 U.S. Supreme Court ruling that legalized it is ever overturned.

Senate President John Cullerton expects the bill to pass his chamber - with enough votes to override the veto the governor said he would make.

"While Gov. Rauner does not have a pro-life position and states he is for so-called women's 'reproductive rights, '" Illinois Citizens for Life said, the group praised "his commitment to veto ... this awful abortion funding bill" if it reached his desk.

"K-12 education, higher education and social services need urgent, real solutions, not another stopgap that keeps growing Illinois' backlog of unpaid bills", Skillicorn said. "Women deserve the right to control their own bodies, their own lives (and) their own economic futures". "The federal government prohibits the practice, and polls show a substantial segment of the American public reject it".

Aside from Cardinal Cupich, pro-life groups also applauded Gov. Rauner's promise to veto the abortion bill.

Feigenholtz said Rauner should consider the needs of women struggling to access reproductive health care.

Last week Governor Rauner came out against the bill, saying he would veto it if the bill came to his desk.
