Admiral Harry Harris, the top US commander in Asia-Pacific, on Tuesday said continued missile launches by North Korea emphasize the importance of the alliance between Japan and the United States, as well as the trilateral cooperation of Washington, Tokyo and Seoul.

The U.S. and China were negotiating a resolution that would implement new sanctions and tighten existing penalties on Pyongyang, diplomats said.

"If you are a country that is supplying or supporting North Korea, we will call you out on it".

He made the remarks after a closed-door meeting among the 15 council members on the issue of the DPRK.

Putin said nuclear tests of the type that Pyongyang had been carrying out in recent weeks were unacceptable, but a peaceful solution is needed to ease the ongoing tensions on the Korean Peninsula.

He said the council is exploring many different avenues to proceed and "clearly sanctions are a way to go", but also diplomacy.

North Korea was also under scrutiny by investigators looking for the source of a major cyberattack affecting more than 150 countries, but the European police agency said it was still too early to determine who caused the chaos.

The UN Security Council has unanimously condemned North Korea's latest missile test and warned of new sanctions, BBC reports.

"It is actually North Korea trying to intimidate the global community", Haley said, "and Russian Federation itself should be concerned because that ballistic missile test was a signal to South Korea for their new elections, it was a signal to Russian Federation in how close it got, it was a signal to Japan being in the region, and it was a signal to us".

"Combining nuclear warheads with ballistic technology in the hands of a volatile leader like Kim Jong-un is a recipe for a disaster", Harris said.

"The U.S., we are willing to talk - but not until we see a total stop of the nuclear process and any tests there".

"The conversations that I have had.in dealing with Beijing is that if (North Korea) did something else and if it looked to be long-range, which this does, and if it looks like it is proactively leaning toward an ICBM, which it does, then we would take action", Haley said.

"We can not be in a "wait and see" mode until the next provocation occurs, " said France's Ambassador François Delattre.
