Chinese, S. Korean officials meet in attempt to repair ties

Abe, S. Korean leader's envoy agree to resume 'shuttle diplomacy'

South Korea's Unification Ministry deems that reopening of communications with North Korea is a good idea.

Despite the push for a tougher stance, Haley held out the prospect of direct talks with North Korea, saying "we are willing to talk but not until we see a total stop of the nuclear process and of any test there".

A TV screen shows images of U.S. President Donald Trump, left, and North Korean leader Kim Jong Un during a news program at the Seoul Railway Station in Seoul.

North Korea launched Sunday what appeared to be its longest-range ballistic missile yet, saying it was capable of carrying a "heavy nuclear warhead" in a test aimed at bringing the USA mainland within reach.

The message to the Seoul came less than 10 hours later after the DPRK publicly criticized the Moon government's response to its test-firing of the Hwasong-12 ballistic missile on Sunday.

"I would like to confirm that we are categorically against the expansion of the club of nuclear states, including through the Korean Peninsula".

The Associated Press (AP) reports that it takes zero to six minutes for a North Korean missile to hit Seoul, around ten minutes to hit Japan and 30 to 39 minutes to reach the capital of the United States.

Vladimir Putin, the president of Russian Federation has urged foreign leaders not to respond hastily to North Korea.

Speaking to reporters ahead of a closed-door U.N. Security Council meeting, U.S. Ambassador to the United Nations Nikki Haley also made clear that Washington would only talk to North Korea once it halted its nuclear programme.

China urged the United States and North Korea to commit to a political decision to solve the "nuclear problem". Kim witnessed the test and "hugged officials in the field of rocket research, saying that they worked hard to achieve a great thing", KCNA said. Attention is being drawn to whether Seoul could resume the operation of the Kaesong Industrial Complex, which was shut down in 2016 following Pyongyang's nuclear and missile provocations.

During a phone call with Chinese President Xi Jinping last week, South Korea's new president, Moon Jae-in, said he was aware of Chinese worries about THAAD and asked Xi to help resolve difficulties facing South Korean businesses operating in China.

A top USA military officer has lashed out at North Korea for its latest missile test, calling it a "recipe for a disaster", as tensions continue in the Korean peninsula.

It also amounted to a first test of South Korea's new president, Moon Jae In, a liberal who favors dialogue and engagement with North Korea.

South Korea can not pursue dialogue and confrontation with Pyongyang simultaneously, the state-run Korean Central News Agency (KCNA) said on Friday. Pyongyang has also said it would be open to talks, but what that means is unclear.

He noted that communications with North Korea were terminated past year in the wake of new sanctions following North Korea's fifth nuclear test, and Pyongyang's decision to shut down a joint industrial zone operated on North Korean soil.

Moon's envoy to Washington, South Korean media mogul Hong Seok-hyun, said Trump spoke of being willing to use engagement to ensure peace, Hong said in comments carried by television.

Kim In Ryong also dismisses allegations that North Korea was behind the recent global cyberattacks as "ridiculous", saying "whenever something unusual happens it is the stereotype way of the United States and the hostile forces" to launch a campaign deliberately linking it to Pyongyang.
